State Budgets Under the Hiring Freeze

This message provides clarification regarding TA, RA and SA appointments on state (GOF and DOF) budgets under the hiring freeze established by Provost Huntsman.  It also provides information on travel, honoraria and research assistantship awards committed to your units from the Graduate School Fund for Excellence and Innovation (GSFEI).   

Graduate Student Employment--The Graduate School has been asked whether the aforementioned hiring freeze applies to state-funded graduate student employees.  In his February 22, 2002 e-mail message, Provost Huntsman authorized Deans to make decisions regarding the hiring of temporary instructors for Spring Quarter.  State-funded graduate student employees (TA, RA, SA) are included in this classification.  Authorization for state-funded graduate student appointments beyond Spring Quarter will follow the same policy, i.e. Dean’s approval will be required. 

Recruitment RAships--The Graduate School has awarded a number of recruitment RAships for use in the 2002-03 academic year.  We will honor those commitments.   However, please be advised that we cannot guarantee the level of recruitment funding that will be available in subsequent years.   

Travel Awards--Allocations have been made to academic units to support travel by prospective graduate students related to recruitment for the 2002-03 academic year.  Units have also received travel and honoraria awards to support travel by current graduate students who will be presenting papers at conferences this academic year or to bring speakers to campus this academic year. These funds have been awarded to units in RSA budgets (75-XXXX) that are exempted from travel restrictions.  You may proceed with travel commitments from these funds without restriction.  Please be aware, however, that travel and honoraria awards for the second year of the biennium may be impacted by cuts.  Travel and honoraria funding is committed on an annual basis and we have not yet made commitments for the second year of the biennium.  Consequently, it would be prudent to restrict commitments to graduate students or visiting speakers that would draw against your anticipated 2002-03 allocation.
