The Project Report focuses on
the policies and practices of graduate education and how
they are being affected by the accelerated development of
distance education at the post-baccalaureate level. It does not analyze the increase in part-time graduate study and the
increasing demand, by students and employers, for
educational credentials. It does not dwell on the costs of
education and the increased desire, on the part of
universities, to provide educational services to an
expanding group of applicants without constructing
additional facilities or significantly increasing the size
of their faculties. Finally, it does not describe education
delivery mechanisms like interactive audio-video or the
Internet. These have all been dealt with at great length
elsewhere. Instead, it assumes these things and uses them
to develop a context for defining issues and exploring their
consequences for graduate education.
